The present invention discloses a method, device and system for realizing disaster tolerance for a Home Location Register (HLR). The embodiments of the present invention include: intercepting a request message sent by a Mobile Switching Center (MSC) to a primary HLR (101); copying the intercepted request message and respectively sending the request messages to the primary HLR and a disaster tolerance HLR (102); respectively intercepting the response messages returned from the primary HLR and the disaster tolerance HLR, forwarding the response message returned from the primary HLR to the MSC, while processing the response message returned from the disaster tolerance HLR to end the session (103, 104). With the technical solution, neither the primary HLR nor the disaster tolerance HLR needs to have special coordination with a Signaling Replication Unit (SRU), and thus there are no special requirements for both the primary HLR and the disaster tolerance HLR. Therefore, the primary HLR and the disaster tolerance HLR manufactured by any manufacturer can be used, and the utilization rate of devices is improved.
