Subsequent to a polymerization step for polymerizing a (meth)acryloyl group- and silanol group-containing siloxane monomer and./or oligomer with a silanol group-containing siloxane monomer and/or oligomer in the presence of a polymerization catalyst and a solvent, a prescribed amount of a phosphate is added, the polymerization catalyst is subjected to a deactivation treatment and the solvent is desolvated at a temperature of 140°C or less to obtain a (meth)acryloyl group-containing polysiloxane resin. Thus, when producing a (meth)acryloyl group-containing polysiloxane resin to be included in a resin matrix starting material that is cured to form a resin matrix, it is possible to solve the problem that the molecular weight of the polysiloxane resin increases during the desolvation process subsequent to polymerization, thereby increasing the viscosity and rendering the resin unusable when forming a light-controlling film.
