The present invention discloses a method for controlling the accessing quantity of the Short Message Service (SMS) and a Base Station Sub-system (BSS). In the method, the BSS receives channel request messages transmitted from a terminal, and takes count of the number of the received channel request messages for requesting to access SMS during a predetermined time slot; the BSS refuses a new channel request message for requesting to access SMS if it determines that the count is higher than a threshold. The technical proposal provided in the present invention can effectively prevent wanton attacks of spam short messages, so as to ensure the normal operation of the basic voice service.
