A cigarette flake and preparation method thereof and a cigarette are provided. The cigarette flake is prepared from agricultural byproducts. The preparation method comprises steps as follow: the agricultural byproducts are soaked in the 60-80°C water or in ambient temperature water to obtain swollen said agricultural byproducts; the swollen agricultural byproducts are processed into fiber to obtain a coarse fiber of said byproducts; the coarse fiber of the agricultural byproducts is washed in water at 60-80°C or at ambient temperature to obtain the fiber of the agricultural byproducts; the agricultural byproduct fiber is processed by grinding to obtain a pulp of the agricultural byproducts; the pulp of the agricultural byproducts and a reinforced fiber pulp processed by grinding are made into a finished pulp and then made into a flake base. The flake base is made into a cigarette flake after a first drying, coating and a second drying. The cigarette flake of the present invention, when used in a cigarette, can solve the problems in existing art of instability and limited harm-reduction effect, while achieving a goal of harm-reduction.
