A passive optical network system based on optical code division multiple access and an optical line terminal thereof are provided by the present invention, the system includes: an optical line terminal, which is used to modulate the downlink data to the optical carriers, encode the modulated downlink data, perform dense wavelength division multiplexing processing after encoding and output it, receive the uplink data, perform dense wavelength division de-multiplexing processing on and decode the uplink data; an optical distribution network, which is used to perform dense wavelength division de-multiplexing processing on the downlink data output from the optical line terminal and output it, receive the uplink data, perform dense wavelength division multiplexing processing on the uplink data and output it to the optical line terminal; and at least one optical network unit, which is used to receive the downlink data output from the optical distribution network, decode the received downlink data, and encode the uplink data, in every wavelength channel, different users use different codes, and transmit the encoded uplink data to the optical distribution network. By the present invention, the access users capacity of OCDMA-PON can be enlarged.
