The device (1) has a global scanning camera (12) realizing an optical scanning of the Earth's surface by a satellite-based platform on a sun-synchronous orbit. A highly dissolving camera (11) is arranged such that fields of view (111, 121) are displaceable within a view point of the global scanning camera. The cameras detect images of different geometric resolution in directly specified spectral regions during the orbit. The global scanning camera has three detector segments that detect the images with different angle geometry during the orbit of a viewed object point. An independent claim is also included for a method for scaling small-scale near-surface measurements using measuring towers.
