PURPOSE: A wireless resource allocation method, an apparatus thereof, a system thereof and a CR user terminal for improving network transmission capacity are provided to allocate available time to the best user terminal in an optimum channel state.;CONSTITUTION: A time allocation confirming unit(330) confirms whether to allocate an incentive time based on channel state information. A control message generating unit(340) generates a control message for allocating available time to the best user terminal.
