PURPOSE: A light velocity measuring apparatus and a light velocity measuring method for measuring the entire light velocity are provided to have compact structure and accurately measure the entire light velocity.;CONSTITUTION: A light velocity measuring apparatus for measuring the entire light velocity comprises a main body(20), an integrating unit(10), a relative moving unit, a measuring unit, and a processing unit(50). The main body is formed to mount an object, a bar-shaped luminous body, thereon. The integrating unit has first and second holes.
