PURPOSE: A device for measuring the speed of a steel plate and a device for controlling rolling speed using the same are provided to measure the speed of a steel plate in a rolling process by using an optical sensor.;CONSTITUTION: A device for measuring the speed of a steel plate is composed of a light emitting unit(30) and a light receiving unit(50). The light emitting unit is attached on a roll(20) of a looper. The looper controls the tension of a steel plate passing through a rolling stand. The light emitting unit is rotated with the roll of the looper and emits light. The light emitting unit comprises a bracket and one or more luminous elements(40). The light receiving unit generates a pulse signal by sensing the light from the light emitting unit.;COPYRIGHT KIPO 2011
