PURPOSE: A femto base station and a method for expanding/reducing a cell area are provided to minimize the interference with neighboring femto base station or other base station.;CONSTITUTION: A controller(220) detects a terminal, which did not received a service in a cell external area. The controller determines whether the detected terminal is a permitted terminal or not. If the detected terminal a permitted terminal, the controller transmits an hand-over command to a femto base station which does not services. If a consent response about the handover command from a terminal is not received, the controller reduces the cell area.;COPYRIGHT KIPO 2011
