PURPOSE: A method for controlling an object-orientated transmission rate and transmitting/receiving transmission error hidden video information for video conferencing is provided to maximize visual picture quality. CONSTITUTION: A motion picture source to be transmitted through a wired/wireless network is received and split into an object and a background using a previous image and current image. The edge of the object is extracted using the previous image and current image(S101). A global motion vector and a macro-block motion vector of the object are extracted(S102,S103). The background is separated from the motion picture source(S104). An object macro-block and a boundary macro-block are extracted(S106). Bits are allocated to each of the object and background using a quantizer value of the previous image as an initial value, error hidden information of the previous image is added to the object and background and encoded, and then transmitted.
