PURPOSE: A pile head steel pipe grouting method using a steel pipe head and a double pipe packer is provided to effectively reinforce soft ground along with a liquid medicine containing steel pipe since neighboring heads are connected in a state of making contact with the ground surface and thus shearing strength and compression strength are increased. CONSTITUTION: A pile head steel pipe grouting method using a steel pipe head and a double pipe packer is as follows. A boring hole is formed using a boring casing. A steel pipe, on the outer circumferential surface of which a calking plate is protruded, is inserted into the boring hole. The boring casing is drawn outside the boring hole. A head(120) is connected to the upper area of the steel pipe, wherein the head comprises a head body(121), which is connected to the steel pipe, and a ground connecting plate(125), which is extended to the outside of the head body. In the steel pipe, a double pipe packer(130), which comprises an outer pipe(131), an inner pipe(133) and an air packer(135), is inserted, and a drawing unit is installed to draw the double pipe packer.
