PURPOSE: A heat-insulating solution composition and a heat-insulating film are provided to ensure excellent shielding capability for ultraviolet rays as a harmful light and infrared rays as thermal rays and to prevent discoloration. CONSTITUTION: A heat-insulating solution composition comprises: an infrared ray and UV blocking agent containing 0.1~50 weight% of zinc aluminum oxide nanoparticles; a binder containing 0.5~60 weight% of an acrylic resin; an additive containing 0.1~35 weight% of a dispersing agent and an antifoaming agent; and at least one solvent selected from methanol, ethanol, isopropylalcohol, methyl ethyl ketone, acetone, toluene, propylenenglycol monomethylether acetate, acetic acid ethylene, polyethylene glycol, xylene, and cyclohexanone.
