PURPOSE: An early termination system and a method for low power implementation of a turbo decoder are provided to improve a bit error rate by reducing the average number of an iterative decoding of the turbo decoder and decoding delay.;CONSTITUTION: A first decoder(110) decodes information bit and the sign bit of a first coded bit. An interleaver(115) interleaves the output signal of the first decoder. A second decoder(120) decodes an interleaved channel and a second coded bit through the interleaver. A first storage stores the sign bit of the first decoder. A second storage stores the sign bit of the second decoder. A sign bit comparator(130) compares the amount of the change in sign bit.
