PURPOSE: A system and method for selecting a white Gaussian noise band using singular value decomposition are provided to objectively and effectively select a frequency or a frequency band which is configured by only wireless background noise. CONSTITUTION: A frequency selecting unit(110) selects a first frequency band. A signal checking unit(120) checks whether a signal is included in the first frequency band. If a signal is not included in the first frequency band, a target frequency determining unit(130) determines the first frequency band as a measurement target frequency band. A noise measuring unit(140) measures a wireless background noise in the determined measurement target frequency band.
