PURPOSE: An apparatus and method for improving high-power signal receiving performance using low-power signals are provided to hierarchically modulate primary service data and supplementary information data for supplementing the primary service data and transmit the modulated data.;CONSTITUTION: A main service modulation unit(320) modulates main service data, and a supplementary information generator(330) generates supplementary information data of the main service data. A supplementary information modulator(340) modulates the supplementary information data, and a signal combiner(350) combines the output of the main service modulator with the output of the supplementary information modulator.
