PURPOSE: A scalable video coding method and apparatus thereof are provided to enhance the execution speed of a scalable video codec are provided to reduce the capacity of necessary memory necessary for space layer prediction of a scalable image.;CONSTITUTION: A base layer and an enhancement layer are generated from an input image signal(S110). A macro block is separated from the enhancement layer.
