PURPOSE: A heat absorbing or radiating device is provided to form the relatively equalized temperature distribution state on the object and space in which manually heat is transmitted.;CONSTITUTION: A heat absorbing or radiating device comprises a heat absorbing or radiating member, a first fluid pipe(101), and a second fluid pipe(102). The heat absorbing or radiating member is a structure which can absorb or emit heat. The heat absorbing or radiating member is combined with the first fluid pipe and the second fluid pipe. The fluid, flowing through the inside of the second fluid pipe and first fluid pipe, constitutes a temperature transfer fluid(110). The first fluid pipe and the second fluid pipe are composed of a material having high thermal conductance. A first fluid inlet(111) of the first fluid pipe is connected in parallel with a second fluid inlet(121) of the second fluid pipe.
