PURPOSE: A dynamic resource allocation system through changing a turning point of an uplink and a downlink in a high speed wireless communication system is provided to adaptively allocate a resource of an uplink and a downlink according to a need. CONSTITUTION: A base station(230) determines a rate of an uplink and a downlink in a sub frame unit. The base station assigns a fixed DL control channels to a first time slot. The base station dynamically allocates wireless resources of the uplink and downlink through controlling a switching point of the uplink and downlink. A user terminal(210) transceives data through allocated uplink and downlink resources.
