PURPOSE: An apparatus, a system, and a method for generating bio-energy are provided to increase the generating speed and the yield of the bio-energy and replace carbon energy with the bio-energy. CONSTITUTION: Bio-mass is arranged in an anaerobic reacting bath(210) equipped with a cathode electrode. Anaerobic reaction is implemented with respect to the bio-mass based on the cathode electrode in order to generate bio-energy. Oxidizing reaction is implemented with respect to organic wastes in an oxidizing reaction bath(220) equipped with an anode electrode. The anaerobic reaction bath and the oxidizing reacting bath are defined using an ion-exchanging membrane(230). Products generated from the oxidizing reaction bath are selectively transmitted to the anaerobic reaction bath through the ion-exchanging membrane.
