PURPOSE: An inter prediction frame generating device, a generating method, and reference frame interpolation device and method thereof which are used in the same are provided to exactly predict a pixel value and improve the efficiency of a inter prediction.;CONSTITUTION: An interpolation device includes a directionality determining unit(211) and an interpolation processing unit(213). The directionality determining unit determines the directionality of a quarter pixel based on the pixel value of pixels.
