CONSTITUTION: In a system for managing traffic regulation violation, a license plate detection unit(102) maps the license plate of a violated vehicle to the ID of a vehicle and converts it. A violation information processor(103) transmits the traffic regulation violation information of the vehicles to a server. The server(107) issues a fine bill and processes it. A camera module(104) takes a picture of the license plate of the vehicles and transmits it to a server. A vehicles communications module(105) transmits and receive a terminal device and a vehicle ID. The vehicles communications module transmits the traffic regulation violation to the vehicles. The terminal device is attached to the vehicles.
