PURPOSE: A watching restriction setup system and method using EMM are provided to set whether the watching of a user is restricted by contents. ;CONSTITUTION: A watching authority information provider(2410) provides watching authority information to a watching restriction setup terminal. A watching restriction setup information receiver(2420) receives watching restriction setup information from the watching restriction setup terminal. An EMM(Entitlement Management Message) generator inserts the received watching restriction setup information.
