PURPOSE: A scalable video coding apparatus is provided to improve encoding efficiency with a reference image selection mode. ;CONSTITUTION: According to the number of layers of bit stream, a reference image memory(140) partitions a memory area. The reference image memory stores a reference image by layer through each partitioned memory area. A reference image decision unit(150) manages mapping information about the reference image. The reference image decision unit decides the reference image necessary to the decoding of a currently inputted frame by layer.;COPYRIGHT KIPO 2011
