PURPOSE: An apparatus and a method for driving a plasma display panel are provided to reduce power consumption by changing an address order or forcedly reducing an address switching number in an inputted image. ;CONSTITUTION: A first calculation unit(903) produces a switching number of an address electrode when a scan electrode is scanned to a progressive scan mode. A second calculation unit(904) produces a switching number of the address electrode when the scan electrode is scanned to an interlaced scan method. A comparison unit(905) compares the switching number produced from the first calculation unit with the switching number produced from the second calculation unit. The comparison unit determines the scan mode having the small switching number between the progressive scan mode and the interlaced scan method.
