PURPOSE: A system and method for controlling ship ballast water discharging valve for preventing pump cavitation phenomenon are provided to prevent vibration and noise of ballast water pump caused of cavitation phenomenon in the exhaustion of ballast water. CONSTITUTION: A system for controlling ship ballast water discharging valve for preventing pump cavitation phenomenon comprises a first pressure detection unit(20), a second pressure detection unit(30), and a control device. The first pressure detection unit is installed in a suction side of a ballast water pump(10) and detects the ballast water intake pressure inhaled from a ballast water tank to a ballast water pump. The second pressure detection unit is installed in the discharge side of the ballast water pump and detects the ballast water discharge pressure discharged through the ballast water pump. The control device calculates an available intake pressure which can intake without the cavitation phenomenon of the ballast water pump according to the intake pressure and discharge pressure. The control device controls the opening of an outlet valve arranged on the discharge side of the ballast water pump, based on a result comparing the capacity between the intake pressure and the available intake pressure.
