PURPOSE: A chemical conversion coated surface treating liquid of magnesium alloy and a substrate using the same are provided to improve corrosion resistance and conductivity of magnesium alloy by forming a coating layer.;CONSTITUTION: A chemical conversion coated surface treating liquid of magnesium alloy comprises a vanadium pentoxide of 5~15g, sodium hydroxide of 5~15g, phosphoric acid of 5~30g, and manganese sulfate 20~40g based on water of 1L. Uniform phosphate coating is formed on a surface by contacting a magnesium alloy substrate and anodizing processing liquid for magnesium alloy. An alkaline neutralization bath comprises vanadium pentoxide of 5~15g, NaOH of 5~15g, and first potassium phosphate of 20~40g. The temperature of the alkaline neutralization bath is 10~60°C.
