The present invention relates to a noble metal catalyst in which a Group VIIIB precious metal element on a standard periodic table is supported on a pseudohydrotalcite carrier, a method for preparing the noble metal catalyst, and dehydration and hydrogenation of glycerol using the noble metal catalyst. -A method of selectively preparing propanediol. The noble metal catalyst of the present invention is applied to the dehydration and hydrogenation of glycerol to maintain high conversion of glycerol and selectivity and yield of 1,2-propanediol. Useful as a process catalyst for the conversion to 2-propanediol.
