PURPOSE: A water cooling and heating device having a humidification function is provided to minimize an installation surface and to installation costs of a heating and cooling facility.;CONSTITUTION: A water cooling and heating device comprises a reaction tank(110), an electrical heating device(120), a cooling coil(130), a steam exhaust pipe(142), a heating humidification groove(140), a cold water discharge pipe(154) and a cooling humidification groove(150). A reaction tank stores water. The electrical heating device is installed inside the reaction tank. Refrigerant flows in the cooling coil which is installed inside the reaction tank. One end of the steam exhaust pipe is connected to the reaction tank. The heating humidification outlet is connected to the steam exhaust pipe.
