An artificial fish reef for the ecosystem restoration and a manufacturing method thereof are provided to obtain an environment which is suitable for egg-laying and habitat of the fish. An artificial fish reef(100) for the ecosystem restoration comprises: a body portion(110) which has the outer shape which is similar to macroalgae and is perpendicularly installed underwater; a head unit(120) which is installed at the surface of the water in the floating state to maintain the body portion underwater in the vertical state and is connected to the upper end of the body portion; and a root(130) which is anchored in the underwater bottom and is connected to the bottom of the body portion.
