PURPOSE: A biological phosphorus and nitrogen treatment method, a biomass production and collection method using algae, and an apparatus thereof are provided to recycle resources by efficiently eliminate phosphorus and nitrogen with the useful property and the harmful property. CONSTITUTION: A biological phosphorus and nitrogen treatment method, a biomass production and collection method include the following: General contaminants are eliminated from raw water to discharge first processed water with phosphorus, nitrogen, and animal-vegetable planktons. The animal planktons are eliminated from the first processed water to discharge second processed water with phosphorus, nitrogen, and vegetable planktons. The second processed water is stored. The vegetable planktons are cultivated using the nitrogen and phosphorus as nutrients to eliminate the nitrogen and the phosphorus to discharge third processed water with vegetable planktons. The vegetable planktons are collected, and final processed water is discharged to target lake. The collected vegetable planktons are used as biomass.
