PURPOSE: A system for communicating with an apartment house using an energy saving type street light is provided to perform communication by adding a communication terminal to a street light of an apartment. CONSTITUTION: A plurality of street lights(300a-300c) select one interphone corresponding an interphone. The street lights transmit video and audio to the interphone when performing communication with the interphone. The street lights outputs the voice from the interphone. A management server(100) comprises interphone identification information, street light device identification information, and apartment house manager information. The management server selectively offer services through a communication network(400) in which the video and voice data are transceived.
