PURPOSE: A composition containing Artemisia capillaries fermentation liquid is provided to enhance pharmacological effect and use as a therapeutic agent for horse exercise system diseases, animal cataract, and canine PARVO. CONSTITUTION: A method for manufacturing a composition containing Artemisia capillaries comprises: a step of pulverizing dried Artemisia capillaries and Quercus dentate leaves at 20 mesh and mixing at 15-25C for three to five months for first fermentation; a step of connecting a water motor and bubbler for three to five months and repeating on-off for second fermentation; a step of putting 60L of fermentation liquid, 500 to 15kg of Artemisia capillaries, and 1,000 kg of water in a fermenting device and fermenting for 30 minutes to one hour; and a step of fermenting again after adding rice bran.
