The device comprises a treatment chamber, in which phosphates or phosphate particles (18.1) are accommodated, and a solid bed formed as mixed-bed electrode, which includes electrically conducting particles (18.2) in addition to the phosphate particles. The treatment chamber has an electric cell with a water flow-throughable anode chamber (15) and a water flow-throughable cathode chamber (16), where the phosphate particles are accommodated in the anode and cathode chambers. The phosphate particles contain a phosphate sparingly soluble in the water. The device comprises a treatment chamber, in which phosphates or phosphate particles (18.1) are accommodated, and a solid bed formed as mixed-bed electrode, which includes electrically conducting particles (18.2) in addition to the phosphate particles. The treatment chamber has an electric cell with a water flow-throughable anode chamber (15) and a water flow-throughable cathode chamber (16), where the phosphate particles are accommodated in the anode and cathode chambers. The phosphate particles contain a phosphate sparingly soluble in the water, where the solubility of the phosphate in the water increases with decreased pH value of the water. The phosphate particles are designed as granules with an average grain size of 1-5 mm. The electrodes of the anode and cathode chambers are connected to a control switch, which reverses direct current voltage applied to the electrodes in regular or irregular time intervals, where the reverse frequency is 20-50 mHz. The pole change is carried out in a charge-controlled manner. The phosphate particles contain phosphate compounds. A voltage of greater than 2.5 Volt is applied to the electrodes. The electrolysis current proportional to the quantity of the water flowing through the treatment chamber is regulated using a regulating device. The phosphate particles are free from sodium and/or potassium. The anode and cathode chambers in a housing (10) are separated against each other using a water-permeable separation element in an electrically insulated manner. The electrically conducting particles are partially formed from carbon granules with an average grain size of 1.5-4 mm. The ratio of the phosphate particles to the electrically conducting particles is 1:1-1:10.
