The device has a transmitter (S) including a LED and a semiconductor laser for transmission of electromagnetic radiation (SG) along a measuring section and towards a target to be measured, where the radiation includes modulated electromagnetic waves whose wavelengths are different from each other. A receiver (R) is arranged at the target for determining a phase difference between the waves. A computation device determines distance between the transmitter and the target based on the determined phase difference and a dispersive refraction index along the measuring section. An independent claim is also included for a method for measuring distance between a transmitter and a target.
