The exchanger has a capillary tube mat (1) arranged in a housing and made of plastic. The capillary tube mat includes a distribution pipe (1.1), collecting pipe (1.2) and flexible capillary tubes (1.3) extending between the distribution pipe and the collecting pipe. A temperature controlling agent e.g. water, water antifreeze agent-mixture or heat transfer medium suspension, passes through the capillary tubes. A liquefied or gaseous medium passes into the capillary tubes through the housing or flows along outer side of the housing. The medium comprises water, waste water or air. The housing is made of plastic.
