The device (1) has a testing element (2) arranged at an outer side of a portable cylindrical housing (3) so that the testing element partially contacts with a skin section of a human and animal to test whether temperature rise presents in the skin section. The testing element is heat-conductively connected with a peltier element so that the testing element is selectively heated by a control unit. The peltier element and the control unit are supplied by an energy storage e.g. lithium-ion-phosphate accumulator and/or battery, that is arranged in the housing.
