The base has mounting rails (10) fastened in a surface of a concrete layer (5) and running along longitudinal direction of the base for mounting a test specimen and/or a testing device e.g. hydraulic cylinder. A mounting base segment (30) and adjustable pre-tensioning devices formed in such a manner that a pre-tensioning of the base is adjusted along longitudinal direction and/or transverse direction, which runs perpendicular to the longitudinal direction and parallel to a surface of the base. The pre-tensioning devices exhibit empty pipes along transverse and/or longitudinal directions. Independent claims are also included for the following: (1) a method for manufacturing a mounting base segment (2) a method for mounting a test specimen and a testing device on a mounting base.
