The electrolytic cell comprises a chamber (110) having an anode (115) and a chamber (120) having a cathode (125) spatially separated from the anode chamber, and a brine chamber arranged between the anode and cathode chambers. The anode and cathode comprise a three-dimensional fibrous structure with an inner and an outer surface. The three-dimensional structure comprises a specific surface area of 500-25000 m 2/m 3. The three-dimensional structure includes a fleece- or felt-structure. The three-dimensional structure of the anode is a fleece material. The electrolytic cell comprises a chamber (110) having an anode (115) and a chamber (120) having a cathode (125) spatially separated from the anode chamber, and a brine chamber arranged between the anode and cathode chambers. The anode and cathode comprise a three-dimensional fibrous structure with an inner and an outer surface. The three-dimensional structure comprises a specific surface area of 500-25000 m 2/m 3. The three-dimensional structure includes a fleece- or felt-structure. The three-dimensional structure of the anode: is a fleece material; and comprises a catalytic active coating such as metal oxide mixtures. The three-dimensional structure of cathode is a fleece material. The brine chamber is spatially disconnected from the anode chamber by an anion exchange membrane and from the cathode chamber by a cation exchange membrane (140). The anode and the anion exchange membrane on one side and the cathode and the cation exchange membrane on other side are contacted along a common boundary surface, which is formed through opposite surface sides of the anode and the anion exchange membrane and the cathode and the cation exchange membrane. Independent claims are included for: (1) an electrode with a three-dimensional such as fibrous structure with an inner and an outer surface; (2) an electrolysis method; and (3) an anolyte in form of a chlorine aqueous solution of hypochlorous acid.
