The retarder has a magnet carrier (9) and/or an intermediate element (6) mutually connected relative to each other in circumferential direction to place a magnetic portion (7) of permanent magnets (10) in a position and to place non- magnetic portion (8) of the permanent magnets in another position. The intermediate element and/or the magnet carrier is axially and /or radially slid by the permanent magnets opposite to a stator (2) or a rotor (3) over in bearing elements (11). The bearing elements are utilized in a cross-section of circular recesses in material of the rotor or the stator.
