The system (10) has a blower (6) found in a channel to forward air in a direction of a passenger compartment. Decompressors are provided to decompress refrigerant agent that flows from an inner heat exchanger. A control i.e. air conditioning electronic switching device (8) is provided for controlling the blower, compressor, switching section and an electrical heater. The control acts such that the blower has a predetermined efficiency level corresponding to a heat source of a pre-air conditioning unit, when quantity of electrical power, which is utilized for pre-air conditioning, is limited. An independent claim is also included for a method for controlling an air-conditioning device for the vehicle.
