The cable (10) has a layer of wire (11) helically wound to form an inner lumen having lumen diameter. Another layer (14) of the wire is helically wound over the former layer. An end segment includes wire strands that are fused together, where each layer is heat-treated such that change in outer diameter of the latter layer between a free state and a constrained state is less than 10 percent. The lumen diameter is in a range between 0.008 inches and 0.03 inches, where diameter of the cable is between 0.01 inches and 0.055 inches. An independent claim is also included for a method for forming a cable.
