The system has a cushion member (2) partially wound around park pillars or park post (1). A diaphragm component is wound around the cushion member such that the component forms an outer surface of the system. The diaphragm component is stretchable over the cushion member. The cushion member is formed from a foam material e.g. polyurethane, elastomer, mineral wool, polyethylene, polyolefin, polypropylene or PVC, and/or the diaphragm component consist of a plastic film of PVC, fabric coated with PVC and polyethylene.
