The device has pivotal arms (1) rotated at a pivotal axle, and a resilient blade (2) rotatably arranged at a rotating axle (5) at a lower end of the pivotal axle. The resilient blade comprises in sections material, which is elastically deformed when attaching the blade on a base. A trough is formed by a curvature of the blade and extends along a direction in a portion close to the rotating axle, where the direction is perpendicular to the rotating axle. The blade has an elastic, flexible guide (7) held in a curved position by pretensioning.
