The device comprises a pot (1), a screw cap (2), a flat joint (3), two rubber pieces (4), a tubular outlet (5), three sets of dual electrodes, two plastic turntables, two threaded rods, four nuts, electrical wires, insulating inserts having a thickness of one millimeter, and an anti-flashback fuse. The dual electrodes consist of three stainless steel plates with an area of 10 cm 2of which each is spaced at an interval of one millimeter by insulating inserts, and an anode at the center and cathode at each side connected with a valve bridge.
