The device (10) comprises a heating member comprising electrically insulating substrate carrying an electrically resistive track and a protective film covering the resistive track, a support (11) having a non-developable surface and an outward concave form, a plate of a heat conductive material, and a flexible structure comprising a film and optionally assembled woven and nonwoven sheet to contact a skin. The substrate has V or U shaped cuts for the heating member to match the form of a non-developable surface of a support of the device/a non-developable surface of human keratin materials. The device (10) comprises a heating member comprising electrically insulating substrate carrying an electrically resistive track and a protective film covering the resistive track, a support (11) having a non-developable surface and an outward concave form, a plate of a heat conductive material, and a flexible structure comprising a film and optionally assembled woven and nonwoven sheet to contact a skin. The substrate has: V-shaped or U shaped cuts for the heating member to match the form of a non-developable surface of a support of the device on which the heating member is connected or a non-developable surface of human keratin materials on which the device is applied; and a center of symmetry. The cut opens or does not open on the periphery of the substrate. The cuts are laid respectively on each side of a plane of symmetry of the substrate. The protective film has a first face opposite to the resistive track, a second face opposite to the first face, and a cut overlapping to the cut of the substrate. The heating member is connected to the non-developable surface. The plate is joined to the second face of the protective film, and defines a surface intended to contact with a product to be applied. The support and/or plate is flexible. The film of the flexible structure has two opposite faces respectively contacting the heating member and sheet. The sheet is made of foam or elastomer. The heating member further comprises a temperature sensor and/or temperature control system. An independent claim is included for a process for fabricating a heating member for applying a cosmetic or care product on the keratin materials or treating keratin materials.
