The device has a dissipation chamber (2) from which a raw effluent pipe (1) is emerged from upper part. The chamber has a bottom forming a sludge collecting pit and closed by a siphonal wall (4) to communicate with a distribution channel (6) edging an inlet channel and emerging from the inlet channel by a passage (8) distributed over length. An inlet channel side outlet (11) is blocked by a siphonal deflector (9) that makes a flow of raw effluents to be deviated in vertical direction and transversely spreads the effluents over width of interval of a module formed of the passage and deflector.
