The system has multiple elements assembled on wind mills, where each element comprises a transmission or reception unit to realize coverage of sectors (51) in a field of wind mills. A sector of a monitored zone part is covered by the system by considering positions of the wind mills, power and radiation diagram of each element. The transmission unit comprises a management unit to ensure an operation, which considers position of blades of the wind mills in order to determine transmission moments of the management unit.
