The device has a body (1) equipped with orifices (4, 5) and extended by a tube (15) closed by its upper part. The tube is formed with orifices (2) on its periphery, and is traversed by another tube (6) communicating with one of the orifices in the body. A diffuser (7) is equipped at an end of the latter tube, and is formed with orifices (9). Diameter of the latter tube is lower than diameter of the former tube so as to realize an annular space (3) communicating with other orifice in the body.
