The device (1) has a frame (2) mounted on wheels (3), and a bar (4) cooperating with the frame. The bar has sections (8, 9) connected with each other by a ball joint (10). The joint has a damping unit (11) for limiting amplitude of rotational movement around a rotational axis (12) that is horizontal and parallel to a displacement direction of a vehicle and amplitude of rotational movement around another rotational axis (13) that is horizontal and perpendicular to the displacement direction of the vehicle. The damping unit has an elastically deformable part made of polyurethane or rubber.
